I don't know if '95 have these, but it could be a bad idle speed control/sensor.

Brake cleaner will make it idle up or stall one of the two(cant remember). I usually hook it to the smoke machine but not everyone has that advantage. Ford sells a IAC spacer it helped my car alot and it isnt affected(sp) by mods.

ok we found out what it was. no vacuum leak. its was the iacv it was stuck open so we just gotta get a new one.
