My point being that if a little bit higher insurance would make your budget too tight, it doesn't have enough margin really to be spending on an expensive car you don't need in the first place even without the higher insurance.
Not my case. My insurance is pretty high. In some cases higher than a payment. It's ridiculous I know.

The difference between 100 and 500 hundred a month is marginal in the income bracket you should be in to purchase a 40k car.
As for boosting... a Gen 1 motor needs head gaskets etc. The early Gen 2s have forged pistons (96 for sure, and I think '97). After that they have cast pistons and need motor work for decent boost.
'96-'99 have forged internals, '00+ are the "creampuffs".
