I think so. I was too amazed that he was revving for no reason. He had dark hair, bout 5'6. Possibly asian.

Saw a black MK4(?) Jetta that looked lowered with dark bronze wheels on Richmond Rd in Williamsburg around 2pm. Not from the area, but the intersection I saw him at was about a mile or 2 from go cart place. I was on the phone so I didn't get a good chance to see anything else about the car. Looked clean though.

 

Saw a black si hatch plates say "MY EP3" on Ft Eustis.

 

was out on military in the STi with a friend and a fatty in pink dodge neon with ricer gauges looked at me and revved and when my buddy and I busted out laughing she burned out in the turn lane almost spinning out. LOLOLOLZ
