Most search results ended with people changing the starter. Draw of starter means battery or starter maybe battery does not hold the minuscule amounts of energy in cold weather. A battery has plates, plates build up deposits and lack of energy is withheld in colder weather.
Starter motor or solenoid windings same thing as battery- internal corrosion causes the motor to pull more current. Once started, the bendix gear delays retrieval due to corrosion, causing the hang up.
