I'd like some serious opinions.
I'd do it myself. You have to yank the motor to replace them, and I'll be damned if I'm going to pay someone 2k to replace turbo's. Not to mention, dealer parts are probably more expensive than upgrades.
Sure, its mechanical, mechanical shit is easy. Remove bolts, remove plugs, take shit out, replace, put back together. The only thing that would hold me up is having to source the tools to do it, because i'm sure there are some stupid specialty tools that are needed, but my time is much cheaper than a dealership's time.
But in your case, you're not getting one so it doesnt matter.

Seriously, if you buy one that's just had everything fixed (the problems are well documented so I doubt you'd have something pop up that you wouldn't expect) you'll be alright. It's not like you're buying a 1987 Jaguar.
OR you could get one for cheap that still needs everything fixed and knock it all out at once.

We're gonna do it over time in a friend's garage. Screw paying someone to do it. The knowledge you can gain from breaking your car down to nuts and bolts is priceless. If you can remember how to put it all back together.
You asked if I could do it, not you. I have a garage that I can use to work on it. If i cant use mine, I have friends with garages that I can use. And I'm not rebuilding it, it doesnt matter what type of motor it is, its held in by motor mounts and bolts holding the bellhousing to it, no different than anything else.
It wouldnt be hard to do, but I'm sure it would be a pain in the ass. But I enjoy working on vehicles, so whatever.

You act like I'm trying to personally attack you. I'm sorry that pulling the motor out of a ~20K car isn't something that I'd be prepared to do. What happens if you fuck something up. You're the last person I'd expect to do something like that because you're patience when it comes to doing shit like that is about as long as your pinky finger.
