It is true, My girl's friend's got pulled over by a Dark blue RSX as well as their friend's were pulled over by a Lighter blue integra. Even the cop's dropped..

I've read the arguments for and against entrapment presented in this thread and i think if the program went as described it is too close to entrapment for a city police dept. to mess around with. Yes they use modified cars in NoVA, but they also have police sirons and lights in them. That is an undercover car. A turbo civic racing people is not. If a reasonable person would not believe it is a police car and they race cars and then call ahead, some lawyer is going to have a good argument. Will the judge still uphold the charge... probably, will it go to the state supreme court... .probably not.
It is possible that they would do this program, but very unlikely. VA beach has a city council with a strong voice that actively participates in everything about VA beach. The police does crack down on everything and abuse their power, but I do not believe that they would support such a risky program. They are promoting and aiding street racing if they enact this program. The only way i will believe this, is if the cop cars are fully outfited with lights/sirons/police decals.

I wouldnt be completly surprised, considering they trample all over every other basic right (ex. no cussing (free speech) at the ocean front). You are wrong. They are not a suggestion, they are meant to be enforced to clean up the oceanfront. The thing is that they generally arrest or ticket people for "disorderly conduct," "drunk and disorderly," "drunk in public" or being a "Public Nusiance" or something of the like.
