yes street legal. all you have to have is a helmet and eye protection and you are not "allowed" to go over 35 mph.

also you aren't supposed to have a DUI or any other infraction on your license.
but other than that just hop on and rideeee.

damn! r u serious? whats the point of having a motor operated vehicle if you cant go over 35?

I'd guess it's because under a certain cc it doesn't need to be registered nor do you need a valid M endorsement to operate one. Also, I believe you can drive them on the sidewalk to avoid getting stuck in traffic if they're under a certain cc size as well.
