Now all that said, you could just get a piece of patch metal and NP1 the piece over the holes. NP1 is the strongest sealant there is, it'll never come off. I used it for roofing and even patched a hole in a transmission with it before.
I don't recommend any of the routes you're trying to take, but if you have to cheap out, then do what I've suggested. You could be a real cheapass and emergency arc weld it yourself. Chances are you already have everything you need to do it. Fuck $50, do it for free.

Well you didn't say it was for a BMW, so I just assumed the DC2 in your name. You have already been told what you'd need to do to the tank before anyone would consider it. Someone who's "welded a gas tank before" is no fucking different from any other experienced welder. So you need to start over, and start assuring that the tank has been cleaned and prepped beforehand, then just look for any welder. There are tons that advertise on craigslist, you're really just being lazy.

As comical as this all is, in reality, if you drained and rinsed it with water even once or twice, you could just burn out the remaining gas in a minute or so. As long as you don't have any standing fuel, your just igniting the fumes essentially, nowhere near enough for an actual explosion. Use your head of course, even if you seem rather disinclined to do so.

Another one of these, eh? Pay the amount of money required to fix your car the right way. If you don't want to, then sell it and buy a Honda. That's what they're for.

I'll do it for $125 simply because it's a pain in the ass. And it shouldn't be done I'm just going to say that for the record. You can't seal up the bare metal inside and I promise you it'll rust over a few months.
It's not technically a bomb unless you would be dumb enough to leave it sealed while the how work is preformed.
