first, just check and make sure there are no little black hoses dissconnected from anywhere on your intake manifold or anything. listen for any sucking or vaccum type noises under your hood.

And if you DO find a hose or hole somewhere, but your thumb over it and feel if it sucks air. If it does, hold your thumb there and see if it goes away.

My teg used to surge. I cleaned the IACV and replaced the TPS but it still did it. Check on the throttle body, take off your intake and inside, right before the plate there should be a hole on the bottom. Have the car running and put your finger over it and see if its sucking air. Hold it there and see if the car stops surging. That was my problem. I put my thumb over it and it idled fine. If that is the problem, you have to take apart the forget what it's called but...its right under the throttle body. There are three bolts on it and a coolant line going to it. When you take it out coolant is gonna come out so get something to catch it. Ther is gonna be a white plastic thing in it when you take it apart. That needs to be tightned back in, but dont overtighten it too much cause it will crack. Put it back together and bleed your coolant and you should be straight! Let me know how that works out.

That doesn't make a lot of sense for the problem actually.
