What did you expect to happen? If you call someone on flaming but do so yourself why would they get infractions but not you? When a post is reported most times mods will read through the whole thread and deal with all the rule violations in it. If you had only reported the post and not participated in the arguement there would be no issue.

Most have been set up so that you need multiple infractions before being banned (there are exceptions of course, like spamming). They also expire after a certain period. I'm not going to look up the exact dates, but in theory you could flame someone once a [whatever the time period is] and not get banned.

Do it enough, yes, the forums will automatically ban (and unban) you depending on what the infraction is.
