When I lived in an apartment, I set an anchor in the concrete and mounted a large eye bolt so I could run a chain through the rear wheel...and that was in the Pretty Lake area of OV back in the not so good days.
A couple companies make kits like this. You drill into the concrete and mount their piece and then you chain your bike to it.
It sounds like his apartment complex probably won't allow it, though.
