I've seen a few with obvious overheating and pitting that you can feel. I'm not sure exactly how overtightened they were, but that's somewhat irrelevant. Anyway, it's not unheard of, and better safe then sorry. Overloading a belt is never a great idea for the bearings of anything attached to it.
