But not real sure since I saw it moving.

I think I know which car you're talking about. It's a dark blue one w/ weld prostars. I've seen it on 360 and Pole Green many a time. I've seen the same guy driving that dark blue z28, driving a red 3rd gen out at Richmond Dragway a few times.
