About two weeks after I got my license a few years ago...I got pulled for donuts at Oregon Inlet. Cop gave me a ticket...and said it was a 100 dollar fine, but if me and my buddies could caugh up 100 bucks, he could just "turn it in for us"...crooked ass ranger. I called a few weeks afterwords, and they said that that ranger wasn't with the "force" any longer. Anyway...as everyone else said...dont be stupid (in sight of the cops)and you'll be ok. I think they get so many people down there doing stupid shit, that when something (like two cars drivin side by side) looks susupicious, they want to "excersize their authorit-i". 25 seems like a wussy ass speed limit, but it really feels a lot faster on the sand, with all the bumps and all. I love just going down there and cruisin around...the freedom of it, no lanes or signals you have to follow. Have a good time dude.
