CROME is a very good tuning program, and it's a free software program. Many tuners around here are very familiar with it. It's for obd-1 vehicles. If you haven't converted to obd-1 you need to do so to use it.
You will need the obd-2 to obd-1 conversion harness. There will be two options when you order it, obd2a or obd2b. Find out which one you have.

Take it to a local tuner of your choice (Dyno inc, Millinieum, Accuracy,precision auto..)
get them to tune it.
Most people charge like 25 bucks for the chip kit, another 25 for the install and like 125 dollars a hour for dyno tuning. IF you see alot of people with the laptop hooked up to their car, they more than likely have socketed their ecu and have the USB/Serial cable harness that plugs up to a laptop and get the computers monitoring on screen..shows EGT's, o2, air/fuel and more.. It's pretty neat
