It depends on the county that the car resides in on how the car must be stored.
Example: In both Richmond and Norfolk my car had to be in a privacy fence or a garage. A car cover is not legal and if a nosy neighbor calls you could have a city inspector coming to your house.
If you do get inspected they give you so many days to move the car to somewhere that falls within the guidelines.
As far as moving the car if it is on a trailer you have no worries.

Nope. Virginia Beach Municipal Code in Article VII "Storage of vehicles" Sec. 16-40. "Open storage of inoperable vehicles on residential, commercial or agricultural property" defines an unregistered vehicle as the same as inoperable (since it has no plates or inspection) so it can not be covered by a tarp but still needs to be shielded from view.

You have two options.... Either store it out of view from the street (closed garage, backyard with a BIG fence), or store it ON a trailer, all four wheels off the ground. That's how I store my racecar..... Oh, and if you store it in your backyard, MAKE SURE you can't see it from the street! If you can even GLIMPSE the car from any street (this includes streets BEHIND you!), the "man" can enter your property and issue a citation.
