Define "budget".

Top prospects have pretty much been covered: Foxbody Mustang, Sentra SE-R, Miata, E30 or some sort of 240. I'll add in a 99-02 Mustang GT (which can be had for cheap with some miles) and a properly maintained 944 S2.

Don't go rotary or forced induction unless you like replacing stupid shit constantly. And if you don't think Mustangs can handle, you are sadly mistaken.

i personally would go with a fox over a miata.

they are becoming cheap as hell right now, it could be easily gutted and theres a plethora of parts for any route you go

How odd that NASA would have a CMC and AI/AIX class for these "terrible" handling cars.
If you don't want a mustang just say so.

With that being said, I personally would choose a b13 SE-R, Miata or E30; parts are cheap and readily available.

Actually it's easier to find E36 M3 parts than it is to find Jap car parts. They're usually cheaper too.

My vote would be E30/E36 with a V8 swap of some sort.

Come to think of it I know where there's a ~100k mile E36 M3 3.2 that has been rolled, and a ~200k mile E30 325i that runs great. Buy both cars for ~$7k, put 'em together, then part out what's left and make some money back.

Wish I had the time for a project like that,
