Car failed? Too low?
in my experience, you car can be slammed to the ground and still pass. the inspector asked me if the tires hit the fenders and i told him they didnt. they peeked up under it and said, well, "at least you used the right equipment, guys always want to come in here with cut springs and expect to pass." this was at probably the most strict inspection station in norfolk

You can fail for being to low if the inspector can't raise your vehicle. They have to check to make sure there isn't 1/4" or more play in your wheels and the are required to take off your wheels to check the pads and rotors and brake lines.
You can't have coil over springs that drop down when you raise the car up. It doesn't matter how low it is, as long as it isn't scraping and as long as they can raise it up, but you better be aware, they will check your shit MORE thouroughly if they have to do that to ensure you didn't half ass shit. I work at a shop, with state inspections

i had my coupe tucking wheel and i passed because my springs didn't jingle around when my car was jacked up.
haha, anything can be raised with a lil brute force... pull up on the fender, slide the stock scissor jack in there to get it started. then use a floor jack. that's how we get down. haha
/rant. i know thats a dramatization, but who doesnt lift up cars when inspecting them?
technically, you can fail for altering your suspension regaurdless of if its too low if they want to be dicks about it.
also, no car 'fails out of the box'. the s2k, vette.. ect, they have bulletins posted in the manuals that state when they have exceptions. ie: the new rosche mustangs with two sets of foglights. technically you cannot have more than 4 lights illuminated at one time in the front of the vehicle, the rosche has 6. they put an exception in there stating it was ok for those cars ONLY.
scape the rejection sticker and take it elsewhere, thats really all you can do.
