Why, is this considered a "sawed-off" shotgun? That's the only way I could see it being illegal. In order to be considered sawed-off doesn't the barrel length need to be less than 18"?

it's not illegal in VA. the state law aplies to the sell of the gun, two forms of ID, resident of VA, over 18, all that good stuff.
