The Zoo in Norf is great for kids that age, only takes about an hour maybe hour and fifteen to get through the whole thing, long enough to tucker them out, but not too long for them to get too tired and get grouchy. (can you tell I have 4 kids. LOL)
The museums listed are also great.
There are places like Kangaroo Jacks in Ches. But I don't think I would take a 2 yo there, atleast not on the weekend.

virginia beach marine and science musuem on general booth blvd. or you can take the toddler to Mount Trashmore park. they have an awesome playground set there.

 

Take them shooting. Nothing like their first shooting experience.

 

It's kinda "white trash" but, you can always go to Wal-mart. When the kid starts screaming you can smack it around.

 

Whatever your favorite watering hole is.

They always remember their first drink.

 

the great wolf lodge is great for the winter and ocean breeze on the summer.
