I know in Newport News if you catch a tow company on private property trying to hitch your vehicle, you can demand them to unhitch and that you will move your car.

By law they have to unhitch your vehicle, but they can subject you to a 25 dollar "unhitching" fee. If they refuse then call the cops, since by law they are supposed to report the towing to state police/city police before they tow the vehicle and now have to remain in the area until the police arrive. Most companies contact state police after they remove the car from the property down the street.

This year a few predatory towing laws are going into place in Virginia. The biggest one is that tow companies are going to be forced to take other forms of payment than cash.
