No vtec no matter what
Actually, there is no VTEC with the Toda cams, it gets rid of that and uses a traditional cam setup instead. Stop insulting people if you don't know what you're talking about.
Spool valve is working fine once it gets to a certain rpm my test light lights up everytime(while i'm driving).Pressure switch is the problem i guess. I have the black grounded and the blue is running to the ecu C15 but its supposed to have a 12v constant with the key on. I get nothing at all when i test it with the test light. No ground or current. Its like its not connecting to anything at all!
take a pic of the solenoid. JDM ecu don't look for a pressure switch. They don't care how much pressure is in the oil or even if the motor has oil. It will still engage. All the JDM ecu is have a activation switch that kicks in at a certain RPM.
USDM's have a pressure switch that is green on the solenoid. But since you are using a JDM ecu it doesn't matter
A JDM ecu is Square and a USDM ecu is rectangle.

Try running a constant 12v power to the pressure swith through a toggle switch and turn it on when you want vtec to engane to see if it is the pressure switch. Also is you speedo hooked up. No speedo or a bad speed sensor will also not let vtec engage.
