According to your user name your rad neons and 10'' tachs could be depriving the ignition system from adequate spark. None the less:

What year civic is it?

What ecu is it on?

What fuel pump?

Is it obd1 obd2 or what? There could be a wiring problem if you went from obd2 to obd1.

There are so many things it could be we need info not some noob ass post.

Same thing happened when I had my boosted Si. Got it tuned by Millenium then the next day it was doing the same shit yours is doing. I think it was because I didn't have anything hooked up to my wastegate when they put it on as I was told.

fuel pressure too high? You do have dual walboros. You could possibly be drowning the spark.

do a compression check... could be a bent/un-seated valve or valve lash too tight... Yes, had it happen on a few cars i've tuned... spent hours tryin to find it too...

Other causes are too much back pressure... (if it has a cat, try removing it) too small of a hot side, and incorrect cam timing (is a cam one tooth off?)

Just some food for thought...

this may be very ignorant of me, seeing as im not familiar with honda let alone boosting at all. but if you are not getting enough spark, have you considered alternator not producing enough for your needs?
