I'm not entirely sure, as I do 99% of my fishing offshore but in saltwater it is, or used to be, legal to use a legal-sized gamefish as bait for another fish, as long as the bait fish was counted toward's the boat's/person's daily creel limit.
We have to use legal-sized bluefish and false albacore as a bait for bluefin tuna and other big motherfuckers
