i would be more worried about being trapped in the car and flood damage since the water level would have to be upto your door for the bypass to not work.

Well, maybe so, either way, I would never leave my filter open like that and count on something so small and inexpensive to protect my engine. It's happened to me once, not happening again.
take out your plugs and wires, and try to start it. Of course it isn't gonna start, but if the water hasn't sunken in too deep, you may be able to push a good amount of it out.
If that does work, you might wanna run one of those gas treatments that help remove water from the engine and what not.
I'd yank the head, hit it with a shop vac, drain the oil, and check everything for damage. I wouldn't risk any further damage by trying to turn it over; you don't know what's wrong right now and it may have bent valves (not likely), broken rods, etc. It might be be easily fixed the way it is now, but if you start cranking it over, that may change very quickly.. Tear down and inspect it.
