Chevy TPS are 2 wire? That's pretty strange. I don't know if I've ever seen anything but a 3 wire before that I remember.

ok i thought thats what it was. the engine is full of harden mud because the previousowner did not take care of the truck. how iwll i no if its faulty

Yes, it's technically a rheostat if it's two wires. Generally rotary position sensors are used in 3 terminal form though, outputting a voltage to the ECU.

I'm assuming this is a TBI system, first clean the motor off, keeping the mud/dirt/what not from getting in to anything in the motor. But could be a vacuum leak somewhere. Or could be the torque converter not unlocking when slowing down, so check the vacuum lines and have the trans flushed and filter changed, assuming that its and automagic.

Well checking vacuum leaks is easy you find all the vacuums going to the TB and check for suction coming from the line or sometimes you can hear a slight wine from them, being as this is an old truck the lines could be brittle and could crack/break easily. The other problem would be doing as stated, have trans flushed and trans filter changed.
