I don't have enough information to try yet.
So why did the starter need to be replaced? I'm guessing that if the starter went bad, it's possible that something in the wiring harness got melted and is no making intermittent contact. I can't remember if there is anything else on the circuit with the ECU fuse (besides the ECU), but something doesn't add up here.

check the ground on the thermostat housing this was causing the same fuse to blow in my civic once i tightened it everything was fine

well the starter was just going bad. I replaced that just cause. There was no vin or serial on the old vtec distributor.
