I think that i have read in a honda tuning magazine that the b20 oil pump does not always pump enuff oil to run b20v. I maybe wrong but I hear of alot of people running a LS or GSR oil pump on b20v setups. Also reading what you have done and checked that seems like it could be the problem. Something that is right in front of you that works like it should but not enough to do what you want it to. I have 3 LS oil pumps laying around if you need to get one I can sell it cheap. Just a thought of something to look into it sounds like this could be your problem.

i have a gsr oil pump on the block and what pin are you talking about da4door?
already replaced that dowel pin and o-ring under cam cap 3
and yes the plug is in the bottom of the head, and i checked and i didnt see any clodes being thrown
