I agree with the gokart Idea. slap a 600cc sportbike motor on it and fly.
Or even cheaper a 500cc 2stroke. Would be a wild ride but not too streetable.
I have seen older VW's with tubo'd porsche motors and 350's in them. A twinturbo 350 mildly modifide on a stock bottom end can make around 1000hp if done with the right turbo's and heads. If you build the motor probably around $6000 with turbo's etc. and you would definately see 9's if you can get some traction. Sounds sooo sweet too

www.turbododge.com Fully gutted car of your choice, with a built 2.2 and a auto. You can run a manual but all the fast fast guys are running autos. Should be well into the 10s for about 5k, prolly less. It doesnt get any cheaper then these cars. Most speed for your dollar possible.
