youll spend more money to legalize an s15 than it will cost for the motor and front end

depends, if your going for show then the whole s15 front end thing seems to be going trend. in my opinion go with the s13 front end and put the money you would save into an awesome paint/graphics job or redo the interior with custom stuff.
