Everything you listed as modifications make more oxygen enter the engine.

What does an ECU make the injectors do when more oxygen enters the engine?

I dunno, when i did my spark plug wires i got a huge power increase and my gas mileage went up by 5mpg.

Yes, an ignition that operates properly will increase your fuel milage and increase power. That would fall under option 2, "Do a tune up."

Your plug wires didn't increase horsepower, they restored horsepower.

Your car didn't make more than it did when brand new due to plug wires.

There's a difference between making your engine run better, and making your engine run proper.
