as far as electrical components... i wouldnt say i have vast knowledge.. but things like a/c's, power windows, electric motors and other minor issues can and do break on a bmw or mercedes, faster than what their reputation might lead some new owners to believe... and repairs can be expensive.
Repairs on electric motors/power windows are rather easy to fix on the e36. Most of the parts can be had at the dealership and then installed at home with little to no hassle. If you want to save money, go out and buy the Bentley manual for the car. It should have all the information you need to keep the ///M free of smallish problems.

If it has a salvage title I would not touch it. I would be very scared of that car......... Water damage is expensive and sheet metal damage makes them very unwanted and worthless..... I know of a Turbo E36 99 being sold it is very nice. The guy is looking for around 27,500 last time I saw the ad.
You definitely do not want to go anywhere near a salvage title. I thought 13k probably meant it was a salvage title, its a price that you would most likely see '95 M3's going for.

My advice: Stay away from that car.
