I have a 89 stang with side exhaust before the rear tires with no mufflers, just passed safety and emmissions.

But wats funny is, i used to get pulled over n ticketed with my civic's lawnmower sounding 3 inch Tanube muffler with my silencer in it, which was fairly quite, and was told it was louder then stock and never once got pulled over in my stang with loud ass flowmasters on it. Why is that?

what kind of exhaust? was it an SVT style one (never seen it for a fox, but you never know) ?

unless it was a stock style one, count your blessings, cause it isnt supposed to pass.

It depends on the shop. Some shops don't care about front plates, while others would fail you for it.

If your rear wiper isn't working, they may be a little more strict about that.
