It's not about the length, it's about which cylinders are combined together.. Normally crossplane cranks have at least one spot in the firing order where two cylinders in the same bank (left or right) fire after one another, so you get left-left or right-right depending on the type of engine. If you put all four left cylinders in the same collector, and all four right cylinders in another collector, you get bursts of higher exhaust pressure during the firing order during those L-L or R-R firing sequences.. That's what makes American V8s sound like they're misfiring or running roughly when they have straight pipes.
If you cross the proper cylinders over to the collector on the other bank, you can smooth the exhaust pressure out and pick up some power too.. So basically you're correcting the strange firing order of a crossplane crank by changing the sequence of the header tubes, and turning it into the perfectly even L-R-L-R-... firing order of a flatplane crank. Then it sounds nice and smooth, especially if it's an equal length header.

So you'd have to have someplace around the engine (above, below, front, back) that you could run a few header tubes from one bank over to the other bank and vise-versa. That's where the packaging problems come in (and cost, and assembly), which is one of the main reasons that it's not normally done on anything but racecars and exotics where performance outweighs most of the other practical considerations.

EDIT:
So I looked up the SB Chevy and LSx firing orders. The SB is 1-8-4-3-6-5-7-2, which would be R-L-L-R-L-R-R-L. The LSx is 1-8-7-2-6-5-4-3, which would be R-L-R-L-L-R-L-R. So each of those has two right cylinders in a row and two left cylinders in a row at different parts of the firing order.
