i think we have all seen the comercial were all the lexus's are hanging. here is the making of it.

in the broadest terms, it is reshaping the wheelwell. A la the rear fenders on the Two Lane Blacktop '55 Chevy.
After a quick search here's what I found for a definition online:

when you google +Radius +Fender you get a bunch of stuff a/b guitars.
The NASCAR Mopars that I posted had (at least) their front arches reshaped to accept those huge tires.
Why, do you have a different definition for radiused fenders?
After a quick search here's what I found for a definition online:
If you haven’t heard of radiusing fenders before, you will have now. It’s when the fender arches are cut and raised up so you can fit a larger diameter wheel without tucking it and therefore lets you sit lower (basically allows you to achieve tsuraichi with larger wheels). It’s almost literally building your car’s exterior around a set of wheels. Hot rodders have been building around this concept for decades and it’s been slowly transcending into the VIP scene over the past few years as well.

Reshaping fenders to accept larger tires is not a "radiused" fender.
