So the thermostat is stuck open, but it overheats when it sits. So plenty of coolant is getting to the radiator because the thermostat is stuck open, but the car overheats. So the cooling system doesn't work because it works too well.
I fail to see how that would make sense at all.

Show me again where it says the car overheats when it's sitting?
It says the heat (not the car) will get hot when it's sitting, but won't when it's not. IE as long as there's no air moving over the rad it'll warm up. As soon as you get to moving it drops back down to the bottom of the temp guage.
Thermostat is stuck open. I've had a brand new aftermarket one fail on me twice before. Replace with OEM.
