Im not a lawyer and I dont break many laws so I went with what I thought was right.
and you're right it is a felony to steal them.

felony= serious crime: murder, rape, kidnapping, fraud
breaking a law set in place by natl legislature (aka US congress via the EPA in this case)= federal offense
felony just serves as a distinction (the other is misdemeanor) to determine the seriousness of the crime, has nothing to do with if its a natl, state or local law/regulation

Federal law is a whole different world. I don't know enough about it to speak to much. The federal statute may very well be classified as a felony, but I wouldn't know. You would have to look at the federal code and see how it's punished.
It's either '76 or '78 when emissions became required. I can't remember off the top of my head.If I came across it, I'd have to look it up to be sure. I'd absolutely look it up before any enforcement action was taken.

if the vehicle came equipped with an emissions control device, it must be installed.
rather simple.
look at the VECI on the vehicle to tell if it had a cat or not. from 75-79, it was kind of hit or miss on if the vehicle was required to or not, it was up to the emissions certification of the vehicle. After 79, everything was required to have a catalytic converter on it if it met US EPA requirements.
trucks over a GVWR of 10,001lbs were not required to have a catalyst, but some vehicles did. I can show you several 2000 model GM trucks that had no cats on them from the factory. Again, that is a different animal all together.
It is a federal offense to remove or disable an emissions component. Will the EPA come out and arrest your ass? Likely not. But the chance still remains. They will go after a shop more often than a vehicle owner.

Its a mustang Will, its expected to be loud.
May I recommend a Xpipe with magnaflows (sounded awesome on my car) now I have the F16 exaust, which in reality is just a tad to loud.
