That will relieve the surge sooner...but there's no harm in putting it further down the line......The place you don't really want it is close to the turbo, wouldn't want any surge getting that close to it, as long as you keep that in mind, don't make much difference

its there to keep from damaging the turbo and throttlebody plate, should be fine right there, wouldnt see why not anyways.
