horns are too small to be of much count. you can get loud as shit right next to it, but it wont have the penetrating depth that a real big horn does.

doubtful. they are legal on trains, trucks, and ships, so why cant they be on a car?
do you see people suing NS for the train horns? no. do you see people suing any trucking companies for air horns on trucks? no.

if it was done with malicious intent, it can be considered a crime, but if it was on there for warning purpose which its required to be on there for, there is no crime in it, and no self respecting judge would even allow a moronic case like that to come into his court.
