The idea of entrapment.. without the intervention of the officer there would be no crime. Example, a police officer rolls up beside you, beeps his horn 3 times, and you are both off. Without the police officer, there is no crime. Therefore, you cannot be charged for it. I believe that is a good way of explaining it, don't know if I am 100% right though.
edit: Now if you were to beep your horn three times and you tried to race him it would be your fault.
what it is, is that they feel they have no controll what so ever over all the rest of the shit that goes on. so instead of looking like idiots for doing nothing about all the drugs and thefts, etc., they make up this to keeps everyones attention off of what they should be doing!

He is not forcing you to race by beeping 3 times. You might have a case if you can prove that it doesnt follow due process of law (reason why the speed/red light cameras have be deactivated)

actually, no.
entrapment is where you are put in a situation where you have no choice but to break the law. if he blows his horn three times and takes off on his own, there is no crime. but setting you up so that you make the choice to take off with him is just that, setting you up.
