Not unless you know how to use them. I've seen plenty of times where a car came into the shop with swirl marks and oxidation out the ass and a high-speed buffer made the car look like it just recieved a fresh coat of paint.
Excellent article about high-speed buffing. Like I said before, if you have experience and know how to work them the right way, high-speeds can yield amazing results.
I use high speed buffers everyday at work. You need patience and knowledge of how to work the product. If you know what you're doing you'll never have swirls. It's the best way to go

lol One of the other detailers at work has this technique he uses to keep the wax from slattering everywhere. He says to come at it with the buffer slowly at 10 o'clock then increase the speed and it shouldn't fling all over.
