3. Measure voltage at the ECU harness connection between A21(+) and A26(-), then measure voltage between A22(+) and A26(-). You should read approx. 10V. If there is no voltage, then you have a short/open between the ECU and igniter.
I have no voltage between A21 & A26, and A22 & A26. Do you have any ideas? I looked at the wiring, everything seems to be hooked up.

I don't have an A22, neither does my other civic. A26 is a bad ground. A21 is fine 12v. I will keep digging. Have to find out why A26 is bad. I think that might be it.

Yup it was A26. Unhooked the conector under the hood and pluged it back in, car started right up. Ndmood I owe you a beer, hell how about a case. Now I just need to wrap up some odds and ends.

Code 15 means the ecu is either not getting power or the ecu is not seeing the key switch in the steering colum turning on. When the key is turned a signal is setn to the ecu turning on the ecu so it had time to load the rom and be rdy to fire the motor. It will also check sensors.

this is technically called "ignition on". I sorta had this issue with my 240 for about 3 seconds. double check your wiring.

Yea, the red one runs, but still needs work. I am slowly getting it on the street. I'm sure if the blue one died it would lite a fire under my ass.
