If you walked thru my parking lot outside my office, you'd probably see at least 40 different makes and models of vehicles equipped with radios and lights, all unmarked. Grand Prix, Humvee, Tahoe, Cavalier, F150, panel vans, Cadallics... I've got a beat up old white van sitting outside my crib right now.

If is not legal for street use then why do the sell Saleen Ford Focus's in Fl that come stock with a 75 shot of nitrous.
