The only thing they can ticket your exhaust for on the spot is noise. Just because a cop tickets you doesn't mean he had the right to. Did he have a decible meter? Doubtful.
Take your car to a shop and have them test the decibel levels of your exhaust. See if it's within VA legal specs. If not; put a silencer on it. Then have it re-tested. It should be within specs with the silencer.
An "illegal" exhaust; other than noisey, is like having no muffler or no cat. Unless he crawled under your car, and I'm assuming you have a muffler; he ticketed you for noise.
Also: GET A LAWYER!!!!!!!!!!!!!!!!!!!
And if it's written wrong on the ticket it's not, REPEAT NOT a sure thing you will get off.
I've seen some Judges respond, "You knew what you were pulled over for; regardless of what the Officer wrote down."

guy i work with got a dui,... lawyer didnt show up twice after he said he could get him off for what he had for the case.. 3rd time he showed,... just plead my coworker guilty...

you really didn't lose 250 to a lawyer for getting you off the charges, you saved money from what the insurance company was going to charge you if you where convicted.
