It comes down to this. Why do people normally mod their car? To extract attention and personal satisifcaiton, it's a sub conscious human nature. Well for personal satisifcation you are getting attention whether it be from the girls or cops. Deal with it.

I know VA laws suck, I have been here for 5 months and have heard and personally experienced some of the most retarded shit known to man. Then again I ran no exhaust because of a leak for almost a good two months, loud as shit and I had a Subaru Impreza coupe that drew a lot of attention and I never once got harrassed. Cops can't harrass you if you don't give them something to pull you over for. It as simple as that.
