the use of nitrous oxide is illegal in any state unless using it in the dentist office as a local anestetic.

Your a dumbass, we are not talking medical grade. The N2O used for motor vehicles has Sulfur Dioxide added to it, it is totally legal for purchase and use. The "use" portion is where it becomea a grey area. Most will tell you off road use only, meaning track only. It is hard to prove "use", but an open bottle, and a pressure gauge showing positive pressure shows intent. But once again does not prove "use".

They state that Nitrous is legal installed on the car and hooked up, it's just illegal to use it while on public roads and highways.

A buddy of my was using it while drunk driving. When he got pulled over he popped the trunk and asked the officer to close the nitrous bottle in the trunk for him. He had to explain to the office how to close it too.

Hum. Either stupid officer or not illegal, possibly something between. Its a funny story though.
