In my opinion, I wouldn't move the crossover point unless you have performed some internal motor work. Like others have said, a new camshaft would be a good reason to possibly move it. You will be wasting your money if the engine is stock.
Yeah, I should have elaborated a little more. Chances are you'll find that the stock vtec engagement point it pretty close to ideal on a stockish engine. Once you start unlocking power and changing your power characteristics it becomes a little more important. But if you're doing that much, you need to be doing a lot more tuning than just changing your vtec engagement..
I picked up 4whp and 4 trq with just moving vtec up from 4800 to 5200 , bone stock b16. Its not that much of a gain , but if you already have a vafc , play with it on the dyno , but you dont need to play with the fuel settings because the are absolutly perfect from the factory if you have a pretty much stock engine.
