Actually it's not a bad idea and people discuss this issue all of the time. You would have to have enough money to rent the building and the lot, supply the building with parts (if it's gonna be a parts store), and you would have to hire REAL security. Like soul said, it probably won't pass the "dreamer" stage.

go before city council with that idea and face the neighbors. they will be against it, i almost guarantee.
parking lot = $$$
business = $$$
even more for prime real estate along a highway. it's a neat idea; he isn't the first and won't be the last; and he will discover like everybody else that it just isn't worth it unless he's independently wealthy and willing to just let everybody ride for free.
