I mean a kit with full E46/audi tt reflectors and bosch bi-xeon ballasts+D2s bulbs, basically, I mean the only kind of "kit" that would be legal, one designed for HID use. Otherwise you're just blinding on coming drivers and asking for tickets.

replied. It's really a prefference thing, you may get tickets eitherway, but having the more expensive setup, you get out of it if you're willing to waste a day in court(assuming jlaw shows)

 

Can you get a ticket either way? Sure, But... As long as you dont go crazy color's like pink/green chances of getting a ticket are slim to none. I personally Do not know anyone who has gotten one but legality any mod in va is illegal because its not oem. That goes for exhaust, ect ect.
