^^ I disagree based on the fact that the temperature would lower when driving the car even if the fan is malfunctioning. I had to drive my old hatch without a fan once, and it would overheat if you stopped moving but as soon as I got up to about 30 the temp would fall rapidly to the normal range... If the car heats up but does not overheat completely then I would guess a blockage somewhere. Flush it out and I would be willing to bet your problem goes away.
